It premiered at the Toronto International Film Festival on Septemand opened in Japan on October 6, 2001. Production on the film began in Ashikaga, Tochigi Prefecture on Augand ended on November 28, 2000. (The novel is available on CD-ROM, but only in Japanese.) After the main incident in the novel took place, posting was closed and the second phase of the novel started, about the lives of 14-year-olds.

Readers of the novel were free to post alongside Iwai's characters and interact with each other, indeed this BBS is where some of the content from the movie comes from. On April 1, 2000, Shunji Iwai went live with his internet novel, in the form of a website called Lilyholic, where he posted messages as several characters on the BBS. Until the meeting at the concert, it is left up to the viewer to figure out which characters in the story are posting under what names.

The story of Shusuke and Yuichi is paralleled by messages posted to a Lily Chou-Chou message board which are displayed on screen. The whole quagmire comes to a head when Yuichi heads to Tokyo to see a Lily Chou-Chou concert. Things become far worse for everyone when Yuichi is assigned to supervising Shiori Tsuda, whom Shusuke has blackmailed into enjo kōsai, and another girl is raped by Shusuke's lackeys after unwittingly offending the school's girl gang. He is ridiculed and coerced into doing Shusuke's dirty work, and finds solace only in the ethereal music Lily Chou-Chou makes, and acting as web editor for his fan website. Yuichi, the confused and shy former friend of Shusuke, finds himself sucked into his now-tormentor's gang. An alternative voice, that of the character Sumika Kanzaki, attributes Shusuke's personality change to the collapse of his family's business and his parent's divorce this matches several scenes connecting the decline of Shusuke – who has had to change his name – to divorce. Back at school in September for second term, he takes his place as class bully and shows his newfound power by ruining the lives of his classmates. Once there, Shusuke has a traumatic near-death experience and his personality changes from good-natured to dangerous and manipulative. The kendo club summer camp training is tough, and Shusuke, Yuichi and some other first-grade boys decide to take a trip to Okinawa. Yuichi mistakes Shusuke's attractive young mother for his sister. Shusuke's family is wealthy in comparison to Yuichi's family. Shusuke and Yuichi meet and become friends when they join the kendo club, and Shusuke invites Yuichi to stay over at his house.

In elementary school, Shusuke was one of the best students in school, but was picked on by his classmates. The film has a discontinuous storyline, starting midway through the story, just after the second term of junior high school begins, then flashes back to the first term and summer vacation, and then skips back to the present. Presented with the support of the Japan Foundation New York.All About Lily Chou-Chou follows two boys, Shūsuke Hoshino and Yūichi Hasumi, from the start of junior middle school when they first meet, and into the eighth grade. Beautiful cinematography, remarkable performances by a young cast, and a haunting score all serve Iwai’s successful attempt at capturing the feeling of being a teenager. Yuichi’s apathy for his old friend Shusuke (Shugo Oshinari) turns to viciousness after an incident on summer vacation stirs up a slow-building storm of violence, tribalism, teenage prostitution, rape, theft, and bullying. The withdrawn Yuichi doesn’t have many friends, but he does have his love of Lily Chou-Chou, a pop star with a cult-like group of followers who find sanctuary in her music. The film, which meanders through the ever-shifting relationships of high-school children who are casually cruel to one another, focuses on Yuichi (Hayato Ichihara), a shy teen who is first glimpsed standing in a rice field vibing the the titular pop star’s music while Internet chat room messages cover the screen. Iwai Shunji’s ode to the wanton cruelty of youth, alienation, technology, and the ethereal power of music is just as powerful today as it was when it burst onto the scene at the dawn of the new century, winning prizes at the 2002 Berlin and Shanghai Film Festivals.
